The Challenge Facing Northside Residents 

Our analysis revealed that Northside faces displacement pressures from multiple directions: market speculation targeting homeowners with cash offers, rising rents that force out the neighborhood’s substantial renter population, corporate and LLC ownership that often treats homes as investment assets rather than community anchors, and property tax increases that strain homeowners on fixed incomes. 

How Communities Can Build Inclusive Prosperity 

The Northside Development Group has already secured affordable housing and homeownership programs, but sustaining this momentum requires comprehensive strategies: 

  • Protect renters through rent stabilization policies, voucher programs, and rental registries that track actual market conditions using local—not regional—income data. 
  • Support homeowners with emergency repair assistance, financial literacy programs, and right-of-first-refusal policies that give residents and community organizations priority over outside investors when properties come up for sale. 
  • Assist vulnerable residents by ensuring seniors and disabled homeowners access Spartanburg County’s homestead exemption for property tax relief.
